Launch credits
Launch credits are issued at the start of each launch month with IssueLaunchGrant, not by the monthly review. A month that closed without an issuance is held (OQ-31) and can only be resolved by an explicit, attributed decision.

Fraud and eligibility review
Self, household, duplicate and fraudulent activity. A flagged customer contributes no qualifying dollars from the moment they are flagged, and the flag is an event like any other.

Credit issuance queue
A preview computed by the same pure function that produces the events. Nothing is issued until an operator commits a review, and committing appends events; it never edits one. Provisional items depend on a date that has not arrived; held items are earned but waiting on an unresolved policy and are never issued by a review.

A refund or chargeback that pulls a referral back under $50 produces a reversal at the next review automatically. An operator only needs to intervene for things the feed cannot see.
