Open questions
Every place the agreement can be read two ways, wired to a scenario that shows the difference in money.
None of these is decided. Where the "currently" column says unresolved, the engine holds or reports the affected credits instead of choosing. Any other value is an assumption the build runs on so that it can run at all. Settling one takes a written answer and a new rule-set version in partner/domain/rulesets/; the test suite shows exactly what moved.

The unresolved items that matter most
The one-day lapse conflict
Two sentences in the finalized agreement put the last active day one day apart. That can change the next month's Credit Tier.
Requalification after reversal
The agreement does not say whether a referral credit reversed after a refund can be earned again inside the original qualification window.
What suspension costs
The finalized agreement permits withholding during a suspension but does not settle whether credits earned during one are later issued or forfeited. They are held; deferred and forfeited are simulation assumptions only.
Launch credits after their month
"Each month's grant does not carry over" against "all credits expire 12 months after issue". Closed-month launch credit is reported as carry-over unconfirmed; nothing is expired on the shorter reading.
A launch month never issued
Launch credits are issued at the start of the month. If that is missed, or withheld during a suspension, the agreement does not say whether the month is still owed once it closes. It is held, never auto-issued.
