A suspension spans the month end a referral qualifies in
Partner A is suspended on 5 March and reinstated on 10 April. A referral's qualification period ends on 11 March, inside the suspension, and the April launch month falls due on 1 April while it is open, so it is withheld and then closes unissued (OQ-08 / OQ-31, held under every reading here). The agreement says a suspension can happen but not what it costs.
Look at: Credits proposed by the May review, after reinstatement, and credits held. The published rule set holds them: not issued, not lost. The two candidate policies are simulation assumptions -- deferred means the partner eventually receives them; forfeited means the suspension permanently cost them.
